I have received threatening phone calls from this practice regarding private property that is in close proximity to their offices. The advertisement board was legally erected through a third party company that has a contract with the munisipality to use street poles for advertisements. They tried to threaten me with court or with physical removal of my property which was legally outside their offices. My experience was that they try to frighten and bulldoze the public to get their way, even when they are in the wrong.
